It's editable so it just has to be replaced with 'false'. It has a property called AssociationData which is a string of xml that has the parallel / serial value defined in it: SPWorkflowAssociation is the object used to add a workflow to a list. It turns out the solution isnt as bad as I thought. And I wanted to specify the parallel/serial property that appears on the next screen. The same as using Document Library Settings > Workflow settings > Add a workflow, but in code. What I was trying to do was add an Approval workflow to a list using the out of the box Approval template. I'm not sure my original question makes much sense so I'll try to clarify it first so no one has to read through all the posts. I found a solution that doesnt require creating a new workflow template.
